Ocean Partners did the opposite. They committed to 100% offtake and agreed to fund up to 80% of initial capex — at PEA. This is not industry standard. This is a vote of confidence. It signals that Ocean Partners already saw what they needed:

  • Clean concentrate

  • Near‑tidewater logistics

  • Short timeline to production

They made an exception and signed up at PEA, instead of waiting till PFS.

Taurus: Advancing a Royalty Milestone Early

Royalty companies are conservative by design. They release milestone payments only when formal criteria are met. Yet Taurus advanced a US$3.5M Storm milestone ahead of schedule at PEA — another deviation from standard practice and from the contractual PFS milestone.

Two independent financiers, both with deep technical and commercial expertise, made early exceptions for the same project - the Storm Copper Project. Is this coincidence or is this confidence of pattern recognition from having financed many copper projects?

Nunavut Government: Grants + Fast‑Tracked Permitting Support

The Government of Nunavut has provided two separate grants totaling $350,000 to accelerate the Storm's copper advancement:

  • $250,000 for exploration activities

  • Up to $100,000 for community engagement and liaison work

The second grant is particularly significant. In Nunavut, community engagement is the first formal step of the permitting process. By funding this stage, the government is effectively fast‑tracking Storm’s permitting groundwork — a rare endorsement for a project still transitioning from PEA to PFS.

This support signals that Storm is viewed as a strategic critical‑minerals asset for the territory. It reduces development costs, strengthens the permitting outlook, and aligns Nunavut alongside Ocean Partners and Taurus as early validators of Storm’s potential.

What Financiers — and Nunavut — Saw

Three independent parties — a global offtake financier, a royalty fund, and a territorial government — have already moved early and stepped up to support the Storm Copper Project. Storm is one of the few high‑grade, near‑surface copper discoveries in North America with:

  • Clean metallurgy

  • Simple processing

  • Shallow geometry

  • District‑scale upside

  • A credible operator (American West Metals)

  • A clear path to production

  • A financing structure that minimizes dilution

  • Government support and early permitting momentum

In a world desperate for copper, Storm checks boxes that most juniors cannot. Ocean Partners, Taurus, and Nunavut recognized this early. The market has not — yet.

The Setup

With the PFS approaching, is Storm positioned for a classic copper‑cycle rerating, anchored by technical validation (PFS), institutional entry, financing clarity, construction decision, production visibility?
